To place the institution on probation and note that the institution's accreditation remains in jeopardy because of insufficient evidence that the institution is currently in compliance with Standard II (Ethics and Integrity) and Standard VII (Governance, Leadership, and Administration). To note that the institution remains accredited while on probation. To further note that federal regulations limit the period during which an institution may be in non-compliance, which started on June 25, 2026. To request a monitoring report, due October 1, 2026, demonstrating evidence that the institution has achieved and can sustain ongoing compliance with Standard II (Ethics and Integrity) and Standard VII (Governance, Leadership, and Administration), including but not limited to (1) honesty and truthfulness in the representation of the institution's name and identity in all publications and communications in all formats, for internal and external communities (Standard II and Public Disclosures Policies and Procedures) and (2) accurate and complete information on all aspects of the institution and its operations, including institutional branding, name changes, restructuring, acquisitions, and the addition of branch campuses and locations, and full disclosure of information required by the Commission to carry out its accrediting responsibilities (Standard II and Standard VII) (Fourteenth Edition and Evidence Expectations by Standard Guidelines). To require that the institution complete and submit for approval, by October 1, 2026, a comprehensive, implementable teach-out plan and signed teach-out agreements with appropriate teach-out partner institutions (Teach-Out Plans and Agreement(s) Policy and Procedures). In accordance with Commission policy and federal regulations, the teach-out plan must provide for the equitable treatment of students to complete their education or transfer to another institution, if the Commission were to withdraw accreditation. To direct a follow-up team visit following submission of the monitoring report. To direct the visit to include the following locations: (1) 705 SE Salmon Ave., Redmond, OR 97756; (2) 911 NW 257th Avenue, Troutdale, OR 97060; and (3) 3565 NE Cornell Rd, Hillsboro, OR 97124. To direct a prompt Commission liaison guidance visit to discuss Commission expectations. To acknowledge receipt of the substantive change requests submitted on January 6, 2026, and February 27, 2026. To direct the institution to submit a Complex Substantive Change Preliminary Review Form due September 1, 2026, to address changes at the institution that include the Commission actions of December 19, 2024, and the submission of recent requests dated January 6, 2026, and February 27, 2026. To remind the institution of the need for prior approval through complex substantive change of any plans for change in legal status, form of control, or ownership (Substantive Change Policy and Complex Substantive Change Procedures). The date of the next evaluation will be determined upon reaffirmation of accreditation.

    Staff acted on behalf of the Commission to request a supplemental information report, due April 27, 2026, providing additional information on Standard II: Ethics and Integrity, Standard III: Design and Delivery of the Student Learning Experience, Standard IV: Support of the Student Experience, Standard V: Educational Effectiveness Assessment, Standard VI: Planning, Resources, and Institutional Improvement, Standard VII: Governance, Leadership, and Administration, and the Public Disclosures Policy and Procedures. To remind the institution of its obligation to inform the Commission about any and all developments relevant to this action. The next evaluation visit is scheduled for 2025-2026.

    To acknowledge receipt of the substantive change request. To include the second Doctor's - Research/Scholarship program in Doctor of Nursing Practice (DNP) with Specialty in Leadership within the institution's scope of accreditation. To request a supplemental information report, due December 16, 2025, providing further information about the enrollment and fiscal projections for this program and the assumptions on which they are based. To require immediate notification when the change is implemented by email to [email protected]. To require written evidence of review, including but not limited to required approvals from all necessary licensing, regulatory, or other legal entities, including the United States Department of Education and the Puerto Rico Board of Post-Secondary Institutions. To note the Commission may rescind this action if the requested substantive change is not implemented within one calendar year from the date of this action. The next evaluation visit is scheduled for 2025-2026.
