To acknowledge receipt of the self-study report. To note the on-site evaluation visit by Commission representatives to the main campus at1200 Main Street, Bethlehem, PA 18018 on March 29-April 1, 2026. To note the following additional location was visited: 321 E. 4th Street, Bethlehem, PA 18015. To warn the institution that its accreditation may be in jeopardy because of insufficient evidence that the institution is currently in compliance with Standard V (Educational Effectiveness Assessment). To note that the institution remains accredited while on warning. To note further that federal regulations limit the period during which an institution may be in non-compliance, which started on June 25, 2026. To request a monitoring report, due February 16, 2027, demonstrating evidence that the institution has achieved and can sustain ongoing compliance with Standard V, including but not limited to organized and systematic assessments, evaluating the extent of student achievement of institutional and program goals. To request that the monitoring report also include further evidence of (1) systematic procedures for evaluating administrative units and for using assessment data to enhance operations (Standard VII) and (2) an update on the status of the acquisition of Lancaster Theological Seminary, including the current governance structure (Standard VII, Substantive Change Policy, and Complex Substantive Change Procedures) (Fourteenth Edition and Evidence Expectations by Standard Guidelines). To direct a prompt Commission liaison guidance visit to discuss Commission expectations. To direct a follow-up team visit following submission of the monitoring report. To remind the institution of the need for prior approval through complex substantive change of any plans for merger (Substantive Change Policy and Complex Substantive Change Procedures). The date of the next evaluation will be determined upon reaffirmation of accreditation. - June 25, 2026

To acknowledge receipt of the complex substantive change supplemental information report requested by the Commission action of June 22, 2023. To note that the complex substantive change site visit occurred on November 1, 2024, to the main campus at 1200 Main Street, Bethlehem, PA 18018 and the additional location at 555 W James St., Lancaster, PA 17603. To note that the information in the complex substantive change was verified. To request a supplemental information report, due December 2, 2025, providing (1) the updated status of the implementation of the complex substantive change (Substantive Change Policy and Complex Substantive Change Procedures); (2) verification that institution is describing the post-transaction governance structure maintaining Lancaster Theological Seminary as a separate entity with degree granting authority consistently across regulatory agencies (Substantive Change Policy, Substantive Change Guidelines, and Complex Substantive Change Procedures); (3) written evidence of any licensing, regulatory, and legal requirements and documentation that they have been met, including but not limited to the United States Department of Education (USDE) (Standard II); and (4) written evidence of the institution's updated Eligibility and Certification Approval Report (ECAR) reflecting the inclusion of the additional location (Standard VI). To remind the institution of its obligation to immediately inform the Commission about any and all developments relevant to this action. To note that the Commission reserves the right to rescind this action if any developments reveal additional information that might have affected the Commission's decision. To request a supplemental information report, due January 16, 2024, providing (1) the updated status of the complex substantive change transaction; (2) a final version of the integration planning team milestones including timeframe and status (Teach-Out Plans and Agreements Policy and Procedures); (3) submission of any written evidence of approvals from all necessary licensing, regulatory, or other legal entities as necessary, including the United States Department of Education and the Pennsylvania Department of Education (Standard II); (4) financial planning and budget processes that are aligned with mission, goals, and objectives and are evidence based (Standard VI); and (5) a clearly articulated and transparent governance structure that outlines roles, responsibilities, and accountability for decision making by each constituency of the merged institution (Standard VII). To direct a complex substantive change site visit as soon as practicable but no later than six months after July 1, 2024, the anticipated date of the transaction. To include the reclassification of the following additional location within the institution's scope of accreditation: 555 W James St., Lancaster, PA 17603. To require immediate notification of the date the change is implemented by email to [email protected]. To direct a substantive change site visit to the additional location as soon as practicable but no later than six months after the date of implementation. To note that the Commission reserves the right to rescind this action if any developments reveal additional information that might have affected the Commission's decision and/or the requested complex substantive change is not implemented within one calendar year from the anticipated date of the transaction.
