On May 22, 2023, the Middle States Commission on Higher Education acted to acknowledge the institutional closure of Medaille University while on warning effective August 31, 2023. Accreditation for the institution and all of its locations ceased effective August 31, 2023. As of September 1, 2023, Medaille University is no longer accredited by the Middle States Commission on Higher Education www.msche.org. Additional information will be added to this site. To approve the teach-out agreement with Hobart and William Smith Colleges, Geneva, NY. To acknowledge receipt of the notification from the institution verifying the closure of the institution effective August 31, 2023. To acknowledge receipt of the Closed School Notice from the Office of Federal Student Aid, effective August 31, 2023. To note that accreditation ceased on August 31, 2023 for the institution and all of its locations. As of September 1, 2023, Medaille University is no longer accredited by the Middle States Commission on Higher Education.

To approve the teach-out agreements with (1) Gannon University, Erie, PA; (2) Genesee Community College, Batavia, NY; (3) State University of New York College at Geneseo, Geneseo, NY; (4) LaRoche University, Pittsburgh, PA; (5) Mercy College, Dobbs Ferry, NY; (6) Roberts Wesleyan University, Rochester, NY; (7) State University of New York at Canton, Canton, NY; and (8) Erie Community College, Williamsville, NY. To postpone a decision and to request a supplemental information report, due September 6, 2023, providing (1) an update on the status of the institution and an update on the orderly closure of the institution (Requirement of Affiliation 2); (2) evidence of approvals from all necessary licensing, regulatory, or other legal entities as necessary, including the New York State Education Department (NYSED) and the United States Department of Education (USDE) (Standard II); and (3) an update on the request to surrender degree granting authority from the New York State Education Department (NYSED). To note that degree granting authority from the New York State Department of Education will cease for Medaille University as of August 31, 2023. To note that Niagara University, Niagara University, NY has been designated as the final repository of all Medaille University student records, and that students may obtain academic records at Niagara University, 5795 Lewiston Road, Niagara University, NY 14109-2010. To note that the accreditation cease date for the institution and all of its locations has changed from October 31, 2023 to August 31, 2023.

    To acknowledge receipt of the monitoring report. To note the follow-up visit by the Commission's representatives to the main campus at 18 Agassiz Circle, Buffalo, NY 14214 on April 13-14, 2023. To note further that the verification visit required by USDE guidelines as noted in the action of June 23, 2022, has been completed. To acknowledge receipt of the institution's notification on May 15, 2023 of its intention to close all locations on August 31, 2023, and cease operations effective October 31, 2023. To request an updated teach-out plan due August 1, 2023, to include: (1) evidence that communications regarding student records has occurred; (2) evidence that students have received information that is up-to-date, accurate, and included references to all teach-out options available to students; (3) evidence that financial aid counseling has been conducted; (4) evidence that onsite transfer events have taken place; (5) copies of any new signed teach-out agreements, including any documentation supporting the agreements; (6) evidence of approvals from all necessary licensing, regulatory, or other legal entities as necessary, including the New York State Education Department and the United States Department of Education (Teach-Out Plans and Agreements Policy and Procedures); and (7) evidence that Niagara University, Niagara University, NY has been designated as the final repository of all Medaille University student records, and that students may obtain academic records at Niagara University, 5795 Lewiston Road, Niagara University, NY 14109-2010. In accordance with Commission policy and federal regulations, the teach-out plan must provide for the equitable treatment of students to complete their education if the Commission were to withdraw accreditation, and include any signed, teach-out agreements that the institution has entered into or intends to enter into with another institution. To note the Commission will reject the teach-out plan and/or agreements and require resubmission if all of the required information is not provided.

    Staff acted on behalf of the Commission to acknowledge receipt of the institution's notification of its plans to close, effective August 31, 2023. To require that the institution submit a substantive change request for Institutional Closure by June 5, 2023 as required by the Commission's Substantive Change Policy and Procedures and Substantive Change Guidelines. To note that failure to submit the substantive change request and the teach-out plan and agreements will result in further action by the Commission. To require that the institution complete and submit for approval, by June 5, 2023, a new comprehensive, implementable teach-out plan, with teach-out agreements with appropriate partner institutions (Teach-Out Plans and Agreement(s) Policy and Procedures). In accordance with Commission policy and federal regulations, the teach-out plan must provide for the equitable treatment of students to complete their education or transfer to a new institution, if the Commission were to withdraw accreditation. To remind the institution of its obligation to make freely available to the Commission accurate, fair, and complete information on all aspects of the institution and its operations (Requirement of Affiliation 14). To require immediate notification to the Commission of any changes to the status of the institution.

To withdraw the institution's request for a change in legal status, form of control, or ownership. To note that the Follow-Up Visit has occurred and will be acted upon by the Commission at the June meeting.

To require that the institution submit a complex substantive change request by March 7, 2023, which will include a comprehensive, implementable teach-out plan (Complex Substantive Change Policy and Procedures and Teach-Out Plans and Agreements Policy and Procedures). To remind the institution of its obligation to make freely available to the Commission accurate, fair, and complete information on all aspects of the institution and its operations (Requirement of Affiliation 14). To remind the institution of the Commission's action of June 23, 2022, for a monitoring report due March 1, 2023. Upon reaffirmation of accreditation, the next evaluation visit is scheduled for 2029-2030.
