Staff acted on behalf of the Commission to acknowledge receipt of the notification, dated March 3, 2026, of the institution's intent to change their primary accreditor, voluntarily surrender accreditation, and terminate membership. To accept the institution's request to voluntarily surrender its accreditation and intent to terminate its membership effective June 1, 2026. To note that the United States Department of Education Office of Federal Student Aid determined reasonable cause for the change in accreditor and issued approval for the change in accreditor on May 19, 2025, pursuant to DCL ID GEN 25-03 dated May 1, 2025. To note further that the Commission has determined the institutional change of accrediting agency is voluntary pursuant to 34 C.F.R. 602.14(a). To note that a teach-out plan and teach-out agreements are not necessary because the institution will retain its degree-granting authority from the New York State Department of Education and primary accreditation through another accreditor recognized by the United States Department of Education. To note the accreditation cease date will be determined upon receipt of written verification from the New England Commission on Higher Education of the effective date for change in accreditors. - January 30, 2026

To acknowledge receipt of the substantive change request. To include the relocation of the additional location from 108 West 39th Street, Suite 1000A, New York, NY 10018 to 292 N. 8th Street, Brooklyn, NY 11211 within the institution's scope of accreditation. To require immediate notification when instruction commences at the new location and of the date that instruction ceases at the former location by email to [email protected]. To require written evidence of review, including but not limited to required approvals of or a determination that the entity has declined to review the transaction, from all outstanding required licensing, regulatory, or other legal entities as necessary, including the New York State Education Department by email to [email protected]. To note the Commission may rescind this action if instruction does not commence within one calendar year from the date of this action. Staff acted on behalf of the Commission to acknowledge receipt of the supplemental information report requested by the Commission action of July 1, 2024, and the additional information requested by the Commission on March 25, 2025. To acknowledge receipt of the signed written agreement with the correctional facility partner and written evidence of the oversight entity's permission to offer the Prison Education Program at the Eastern New York Correctional Facility, 30 Institution Road, Napanoch, NY 12458. To include the prison education program (PEP) additional location at Eastern New York Correctional Facility, 30 Institution Road, Napanoch, NY 12458 within the institution's scope of accreditation. To note the Commission has evaluated and approved the following PEP educational programs to be offered at the location: (1) Associate in Arts (AA) - Prison Education Program and (2) Bachelor of Arts (BA) - Prison Education Program. To require the institution to submit a supplemental information report for the Eastern New York Correctional Facility - PEP, due December 6, 2027, providing: (1) an update on the implementation of the prison education programs; (2) submission of the best interest determination required by federal regulation, including the methodology used by the oversight entity; and (3) the data indicators used in the best interest determination. To note, the substantive change site visit directed by the Commission action of July 1, 2024, is now required as soon as practicable but no later than six months after the date of this action.
