To acknowledge receipt of the substantive change request. To include the reclassification of the other instructional site to a prison education program (PEP) additional location at Jessup Correctional Institution, 7800 House of Corrections Road, Jessup, MD, 20794 within the institution's scope of accreditation. To note the Commission has evaluated and approved the following PEP educational programs to be offered at the location: (1) Bachelor of Science in Sociology Prison Education Program; and (2) Upper Division Certificate in Entrepreneurship Prison Education Program. To note that written evidence of approvals has been provided from Maryland Higher Education Commission (MHEC) and Maryland Corrections. To require immediate notification of the date that instruction commenced at the additional location by emailing [email protected]. To require the institution to submit a supplemental information report, due April 29, 2028, providing: (1) an update on the implementation of the prison education program (PEP); (2) submission of the best interest determination required by federal regulation, including the methodology used by the oversight entity; and (3) the data indicators used in the best interest determination. To direct a substantive change site visit as soon as practicable but no later than six months after the date that instruction commences at the location. To note that the Commission may rescind this action if instruction does not commence within one calendar year from the date of this action. To reaffirm accreditation. To note that a verification visit is required by USDE guidelines and will be conducted within a reasonable period of time following the virtual site visit. To acknowledge receipt of formal written notice from the institution in response to the Commission's request of March 9, 2020. To temporarily waive Substantive Change Policy and Procedures and allow the use of distance education to accommodate students impacted by coronavirus (COVID-19) interruptions, in accordance with United States Department of Education (USDE) guidelines published March 5, 2020. Continued use of distance education beyond the limitations of USDE guidelines will require substantive change approval in accordance with Substantive Change Policy and Procedures. This flexibility is not available for clock-hour courses that lead to licensure if the licensing body will not accept distance learning courses or hours or give credit for them toward the number of hours a student must complete.
