On June 24, 2021, the Middle States Commission on Higher Education included the sale of the assets of Wesley College by Delaware State University into the scope of accreditation, effective July 1, 2021. As part of that request, the Commission approved the teach-out plan and signed teach-out agreements with Delaware State University. The purpose of a teach-out plan is to assist students who are near completion of a credential finalize and complete academic requirements. Students may obtain records and transcripts at Delaware State University, Dover, DE which has been designated as the repository of all Wesley College student records. To note that accreditation ceased for Wesley College on August 31, 2021, as a result of the sale. As of September 1, 2021, Wesley College is longer accredited by the Middle States Commission on Higher Education www.msche.org. To acknowledge receipt of the complex substantive change request. To include the change in legal status, form of control, or ownership within the institution's scope of accreditation. To note the complex substantive change request includes the sale of the assets of the institution by Wesley College to Delaware State University effective July 1, 2021. To note that Wesley College's accreditation will cease on August 31, 2021. To further note that accreditation will not transfer as an asset with the transaction as such violates Commission policy and procedures. To require notification of the date of the closing of the transaction within five calendar days of the transaction. To requiresubmission of any written evidence of approvals from all necessary licensing, regulatory, or other legal entities as necessary, including the United States Department of Education and the Delaware Higher Education Office. To note that the Commission reserves the right to rescind this action if any developments reveal additional information that might have affected the Commission's decision and/or the requested substantive change is not implemented within one calendar year from the date of this action. To request an updated teach-out plan with teach-out agreements due on August 1, 2021 with (1) signed copies of the teach-out agreement with Delaware State University, including any documentation supporting the agreement; (2) evidence that the transfers of records have been completed; (3) evidence that student records have been transferred to the final repository; and (4) documentation on the status of the institution's degree granting authority from the Delaware Department of Education (Requirement of Affiliation 6; Teach-Out Plans and Agreements Policy and Procedures). To note that Wesley College's accreditation will cease on August 31, 2021. To note that Delaware State University will retain Wesley College programs and services. To acknowledge receipt of the self-study report. To note that the institution hosted a virtual site visit in lieu of an on-site visit in accordance with United States Department of Education (USDE) guidelines published March 17, 2020. To postpone a decision and request a supplemental information report, due September 1, 2021, documenting evidence of (1) clearly stated educational goals at the institutional and degree/program levels, which are interrelated with one another, with relevant educational experiences, and with the institution's mission (Standard V); (2) student learning programs that are characterized by coherence and appropriate assessment of student achievement throughout its educational offerings, at both institutional and program levels (Standard V); (3) faculty and appropriate institutional stakeholder consideration and use of assessment results to improve teaching and learning (Standard V); (4) the sufficiency of resources to fulfill its mission and goals and to support its educational purposes and programs (Standard VI and Requirement of Affiliation 11); and (5) the sufficiency of planning and budgeting processes to fulfill its mission and goals, and to support its educational purposes and programs (Standard VI). To request that the supplemental information report also provide further evidence of (1) honesty and truthfulness in all publications and communications, in all formats, for internal and external communities (Standard II); (2) documented grievance policies and procedures for all constituencies (Standard II); and (3) compliance with all applicable federal reporting policies and regulations (Standard II). To direct a follow-up team visit following submission of the supplemental information report. To note the visit will also fulfill the verification requirements of the USDE guidelines. Upon reaffirmation of accreditation, the next evaluation visit is scheduled for 2027-2028. - April 16, 2020

To delay the On-Site Evaluation visit scheduled for Spring 2020 due to extraordinary circumstances related to coronavirus (COVID-19) interruptions and to continue accreditation. To accept the Periodic Review Report, reaffirm accreditation and commend the institution for the quality of the Periodic Review process. To request a progress report, due April 1, 2017 documenting (1) further implementation of the strategic plan (Standard 2); and (2) evidence that student learning outcomes are appropriately integrated at all levels (Standard 14). To request that the Periodic Review Report, due June 1, 2015 document (1) further evidence that assessment of institutional effectiveness is fully implemented across all areas of the institution (Standard 7); (2) evidence that adequate resources are allocated for full implementation of assessment processes (Standards 7 and 14); and (3) further evidence that assessment results provide sufficient, convincing evidence that students are achieving key institutional and program learning outcomes (Standard 14).
