SUMMARY:Substantive Change Review: My Essential Role as a Peer Evaluator
DESCRIPTION:New and veteran substantive change peer evaluators must register for this required training. Commission policy\, procedures\, and guidelines are reviewed regularly to comply with federal regulation. Therefore\, it is important that peer evaluators regularly attend this training session to learn about updated forms required during the process and have an opportunity to ask questions of MSCHE staff. \nThe first level of review is an essential component of the substantive change process. In accordance with federal regulations and the Middle States Commission on Higher Education’s (MSCHE) Substantive Change Policy and Procedures\, member institutions must submit a substantive change request to the Commission for approval prior to implementation for certain types of changes. SUMMARY:Outsourcing to Third-Party Providers: What should I know?
DESCRIPTION:Institutions that find it necessary or prudent to enlist the support of external parties to provide goods and services must be aware of the implications of these arrangements for compliance with substantive change policies and procedures. Each institution is responsible for everything done in its name\, including for the design and delivery of programs and services that it outsources to third-party providers. Such relationships with external parties and the contracts that bind them often constitute substantive changes and may take the form of written arrangements\, international written arrangements\, or other contractual or written arrangements whereby an institution outsources some portion of one or more of its educational programs or educational business operations to a third-party provider. For purposes of substantive change\, if the institution outsources more than 25 percent of the delivery of credit-bearing educational programs to another institution or organization that is not certified to participate in title IV HEA programs\, it must submit a Type 9 substantive change request. \nPresenters will discuss related policies and procedures and provide additional information for both institutions and peer evaluators on the review and approval process of substantive change requests for domestic or international arrangements.
