Submitting Substantive Change Requests Live Q&A for Institutions

Substantive change is the most common accreditation activity for most institutions. In accordance with federal regulations and the Middle States Commission on Higher Education’s (MSCHE) Substantive Change Policy and Procedures, member institutions must submit a substantive change request to the Commission for approval prior to implementation for certain types of changes. The Commission, through a multi-level accreditation decision-making process, reviews the substantive change request prior to implementation in accordance with federal regulation 34 CFR § 602.22(a)(1)(i). This session includes a pre-recorded webinar, which institutional representatives are asked to view prior to the Live Q&A session, which includes information about recent changes to substantive change policy, procedures, and guidelines resulting from changes in federal regulation; guidance on completing and submitting substantive change request forms required for the process; and instructions for follow-up reporting and/or visits for certain types of substantive change. During the Live Q&A session, participants will receive answers from MSCHE staff on submitting and reviewing substantive change requests, and any other related questions from the audience.

Learning Outcomes
- Identify the different types of substantive changes that require MSCHE approval and what institutions are expected to submit as part of the substantive change request.
- Identify changes to federal regulations as well as the substantive policy documents and forms effective July 1, 2022.
- Identify the types of follow-up reporting and visits that may be required as part of the substantive change review and approval process.
