Submitting a Substantive Change Request Live Q&A for Peer Evaluators

In accordance with federal regulations and the Middle States Commission on Higher Education’s (MSCHE) Substantive Change Policy and Procedures, member institutions must submit a substantive change request to the Commission for approval prior to implementation for certain types of changes. The Commission, through a multi-level accreditation decision-making process, reviews the substantive change request prior to implementation in accordance with federal regulation 34 CFR § 602.22(a)(1)(i). Peer evaluators are an important part of this process, as their review helps determine the Substantive Change Committee’s recommendation for Commission action.

New and veteran substantive change peer evaluators will join us for training on recent changes to substantive change policy, procedures, and guidelines resulting from changes in federal regulation. During this Live Q&A session, peer evaluators will become familiar with updated review forms required during the process and receive answers from MSCHE staff on reviewing substantive change requests and other related questions from the audience.

Learning Outcomes

  • Identify the different types of substantive change reviews and what institutions are expected to submit as part of the substantive change request.
  • Identify changes to federal regulations as well as the substantive change policy documents and forms effective July 1, 2022.
  • Review the expectations for peer evaluator participation in Substantive Change Committee meetings.
