Demonstrating Compliance Across Modalities: Weaving Quality Matters Expectations Across the Standards

In spring 2020, the COVID-19 pandemic supercharged the shift to distance education for organizations, institutions, and individuals. Many questions have arisen about how accreditors, regulators, and organizations ensure the quality of distance education (DE) programs. Representatives from Middle States Commission on Higher Education (MSCHE) and Quality Matters will address their organizational approaches to quality assurance as it relates to distance education and the commonalities between both organizations’ principles, standards, and guidelines. They will also look at how institutions and peer evaluators may consider documentation relating to Quality Matters implementation in their demonstration and/or evaluation of compliance with MSCHE standards.

Learning Outcomes
- Determine the extent to which the scope of the institution’s DE activities have implications for compliance with any or all MSCHE standards.
- Apply MSCHE Standards III, IV, and V to multiple instructional modalities.
- Evaluate whether the evidence provided is appropriately representative of all relevant programs/units, including DE.
- Recognize that Quality Matters-related documentation is appropriate and may be included to demonstrate compliance with relevant MSCHE standards.
- Identify points of congruence between MSCHE standards and Quality Matters quality assurance process in order to recognize where QM certification and supporting evidence align with MSCHE standards.
- Evaluate the meaning and relevance of evidence that institutions may provide to demonstrate compliance with MSCHE standards in distance education, which may include documenting implementation of Quality Matters.
